An Analysis of the Medical Profession"s Profit-seeking Motivation and its Influence on the Medical Financial Policy Process

Abstract
This article purports to analyze the medical profession"s profit-seeking motivation and behaviour, which are expected to influence the official process of medical financial policy. The study attempts to classify the physicians" economic motivation into three explanations: a character explanation, a professional organizational and cultural explanation and a social environmental explanation. Internal documents from the National Health Insurance Corporation and the Ministry of Health and Welfare as well as the in-depth interview data of decision makers concerned during the conflict over the Separation Scheme were employed.
Conclusions indicate that the social environments accounted for most of the medical profession"s economic behavior all through the phases, from public opinion to the official decision-making processes. In the last official process of medical financial policy, physicians" personal characters little explained physicians" profit-seeking behavior. In the two government official processes, the proportion of discussion on the medical profession"s economic interests was only small. However, the discourse implies that a few issues, such as the level of medical fees and rebates of medicines from pharmaceutical companies, would be longstanding challenging tasks, which turns out to be true.
